Exodus

A process ordained by the one who rules over the goblinoid empire. Every few years, always less than a decade, a slave camp’s population is moved to different areas. Often, slaves are traded and resold, but families are always split. This has weakened the cultural ties of the species, and keeps the slave races from forming powerful group dynamics. Still, the slave cultures struggle to hold on, but the policy of Exodus has been extraordinarily detrimental to those effects.
